CPDA President Wu Hailong Attends the 86th International Forum on China’s Reform

On November 15, the 86th International Forum on China’s Reform, which was jointly organized by China Public Diplomacy Association, China Institute for Reform and Development (Hainan), Bank of China and China Daily, was successfully held in Haikou. Wu Hailong, President of the CPDA, attended the opening ceremony and delivered a keynote speech. Former Secretary-General of the United Nations and Chairman of the Boao Forum for Asia Ban Ki-Moon, President of the Chinese Academy of Social Sciences Xie Fuzhan, Chairman of the Bank of China Liu Liange, Director and Chief Editor of China Daily Zhou Shuchun, Director of the CIRD Chi Fulin, etc., delivered speeches respectively.



President Wu stated that high-quality development requires a high level of opening-up, which in turn requires a favorable international environment. There is an inseparable and complementary internal link between the three. A high level of opening-up means that we should transfer from improving the mobility of products and factors of production to an opening-up at an institutional level, which is a key point in the transformation process. To further promote high-level opening up, we must focus on promoting the openness of such institutions as rules, regulations, management, standards, etc. in order to provide high-level institution supply, high-quality product supply, and high-efficiency capital supply, so as to engage better in international coordination and competition. In addition, a high level of opening-up is dependent on a favorable international environment. Therefore, we must properly handle our relations with the world’s major countries, our neighboring countries, other developing countries, and the multilateral international system centered on the United Nations. We must also adhere to multilateralism, oppose unilateralism, defend the multilateral trading system and promote the liberalization of trade and investments.



The two-day forum has set several breakout sessions on the topics of “A Domestic and International Dual Economic Cycle That Is More Open to the World”, “Building a New System for a Higher Level of Open Economy”, “Deepening Bilateral, Multilateral and Regional Collaboration”, “Promoting the Construction of an Open World Economy” and “The 14th 5-Year Plan: Constructing a High-Level Socialist Market Economy System”, etc. Nearly 600 experts and scholars attended the meeting, including those from relevant Chinese ministries, commissions, 28 provincial administrative areas (provinces, municipalities and special autonomous regions) and 11 other countries (the U.S., the U.K., France, Germany, Japan, South Korea, etc.), as well as several international organizations, including the United Nations World Food Program and the International Labor Organization.
