From February 28 to March 1, the China Public Diplomacy Association (CPDA), the Russian International Affairs Counsil (RIAC), the Academy of Contemporary China and World Studies (ACCWS), and Beijing Club for International Dialogue jointly held the “2025 China-Russia Sanya Dialogue” in Sanya, Hainan Province. Wu Hailong, President of the CPDA, and Ivan Timofeev, Director General of the RIAC, delivered opening remarks. Chinese Ambassador to Russia Zhang Hanhui and Russian Ambassador to China Igor Morgulov delivered video speeches. Yu Yunquan,Vice President of China International Communications Group (CICG) and President of the ACCWS, delivered closing remarks. More than 30 experts and scholars from China and Russia in the fields of diplomacy, think tanks, finance, business and media attended the Dialogue.

President Wu Hailong stated that under the current international circumstances, as two major countries with significant global influence, it is of great importance for China and Russia to maintain in-depth exchanges across all fields and levels while continuously enhancing mutual trust and cooperation. He emphasized that both sides should view the strategic value of China-Russia relations from a long-term perspective and deeply recognize the strategic significance of sustaining stable and enduring bilateral ties amid profound global changes. Practical cooperation serves as the foundation for stable and sustained development in bilateral relations, and both sides need to adopt more open-minded and imaginative approaches to translate cooperative outcomes into tangible results. Furthermore, the two countries should strengthen collaboration in international affairs, particularly within key multilateral frameworks such as the UN Security Council, BRICS, and the Shanghai Cooperation Organization (SCO), to secure greater voice and representation on the global stage. China and Russia must also continue to enhance exchanges and dialogue across all sectors, especially at the grassroots level.

Mr. Ivan Timofeev stated that China has consistently maintained an objective and fair stance, working with the international community to continuously promote a political resolution to the Ukraine crisis. Russia appreciates China's constructive role in this regard. Since U.S. President Trump took office, his domestic and foreign policies have shifted, leading to increased global uncertainty and instability. Against this backdrop, close communication between Russia and China holds significant importance. It is essential to advance the balanced development of political and economic relations between Russia and China, further strengthen cooperation in areas such as finance and climate change, and persistently drive their respective development and revitalization. This will contribute stability and positive energy to international relations.

Ambassador Zhang Hanhui stated that under the strategic guidance of the two heads of state, the China-Russia comprehensive strategic partnership of coordination for the new era is poised to advance steadily and go far. China-Russia relations possess strong internal driving forces and vast potential for strategic cooperation. He emphasized that the two sides must adhere to the strategic consensus reached by their leaders as the fundamental guideline, and continue to write new chapters in the flourishing development of China-Russia relations.

Ambassador Igor Morgulovstated that Russia and China adhere to the principles of equality, mutual respect, and non-interference in each other's internal affairs, making their bilateral relations a model of constructive interaction between major powers in the 21st century. Under the leadership of the two countries' heads of state, bilateral ties remain robust and dynamic, with steadily growing economic and trade cooperation. People-to-people exchanges have further solidified the social foundation for the development of Russia-China relations.

During the Dialogue, experts and scholars engaged in in-depth discussions on four key topics: the roles and cooperation between China and Russia in the new world order, leading multilateral cooperation in the Global South—practices of China and Russia, China-Russia Arctic cooperation, and banking and investment between the two nations. Important consensus was reached in areas such as China-Russia strategic coordination, upholding multilateralism, and deepening people-to-people exchanges. The dialogue highlighted the shared commitment of both countries to fostering stability and development in a changing global landscape.
